History

The Tarlac State University (TSU) has a strong and enduring dedication to community service, in line with its overarching goal of promoting community development. In light of its dedication to fostering community development, the Office of the University Extension Services (formerly Extension Services Management Office or ESMO) has created a center with the Board of Regents’ (BOR) approval (BOR Resolution No. 53, s. 2015) allowing the OUES to establish a Center for Sustainable Community Development (CSCD). The center aims to facilitate sustainable development by disseminating technology, knowledge, or abilities in response to community needs that have been identified and matched with institutional resources. This program's primary objective is to make a community's living conditions better. It also serves as a model for other communities that are in a similar situation, allowing for the transfer of successes and lessons gained.

After eight (8) years of being under the OUES, the said center became independent under the Vice President for Research, Development, and Extension through the BOR Resolution No. 50, s. 2023. The center was also renamed into the Center for Community and Local Governance Studies and Policy Executive (CCLGSPD). The center serves as a social tripartite arm of the university in research, training, and extension in promoting governance and community empowerment toward sustainable development. At present, Dr. Cynthia G. Quiambao is overseeing the management of the center, while Ms. Vien Jamaica D. Samson heads LGPDD, and Mr. John H. Lanuzo leads two departments: TKMDD and CEAD. Previously, CEAD was headed by Dr. Francelle L. Calub. 

Furthermore, this CCLGSPD Operations Manual was formulated for the purpose of efficient and effective management of programs and services of the center.
