COMMUNITY EMPOWERMENT AND ADVOCACIES (CEA)

FUNCTIONS AND SERVICES OF THE COMMUNITY EMPOWERMENT AND ADVOCACIES (CEA) DEPARTMENT

Objective: To conduct researches related to community development, develop and implement extension projects, programs and activities (PPAs) addressing the needs of the community and establish partnerships and linkages with local, national, and/or international institutions for the resource generation towards community empowerment.

Specific clientele: marginalized communities, rural women, SMEs, out-of-school youth, persons deprived of liberty, fisherfolks, farmers, cooperatives, small units such as barangays, PWDs, and children.

SERVICES:

  1.      Community Empowerment and Advocacy Services- This aims to empower the community by providing a gender-responsive capability development program based on the identified needs of the beneficiaries in the community through reform-oriented PPAs. This will also develop a pool of community organizers/facilitators to further disseminate the advocacies of the community. It also aims to encourage people's participation through volunteerism and outreach services.

LOCAL GOVERNANCE AND POLICY DEVELOPMENT (LGPD)

FUNCTIONS AND SERVICES OF THE LOCAL GOVERNANCE AND POLICY DEVELOPMENT (LGPD) DEPARTMENT

Objectives: To conduct researches related to local governance and policy development, develop and implement extension projects, programs and activities (PPAs) addressing the needs of the LGUs and stakeholders and establish partnerships and linkages with local, national, and/or international institutions for the resource generation towards an efficient and people-centered governance.

Specific Clientele: Policy-makers (Governors, Mayors, Councilors, Barangay Officials, SK Officials), local government senior staff, Rank and rank-and-file employees of the Government, Civil Society Organizations (CSOs), Private Institutions, Non-government organizations

SERVICES:

1. Local Governance Empowerment Services - This aims to conduct baseline information on the LGUs and other stakeholders that will serve as input in creating plans and programs related to governance and policy development. 

2. Policy and Program Management - This aims to assist in the formulation, implementation, monitoring, and evaluation of various plans, programs, and policies of the LGUs and other stakeholders towards addressing problems and contributing to the overall societal goals. 

TRAINING AND KNOWLEDGE DEVELOPMENT (TKD)

FUNCTIONS AND SERVICES OF THE TRAINING AND KNOWLEDGE DEVELOPMENT (TKD) DEPARTMENT

Objectives: To develop and design knowledge-based advocacies of the Center and training materials for the community, LGUs, and other government officials.

Specific Clientele: University, Community, LGUs, and Stakeholders (national and/or international).

SERVICES:

  1. Training and Knowledge Development - This aims to help develop, store, share, and apply training materials for capacity development of the communities, LGUs, and other stakeholders related to community development. In addition, this also develops relevant and timely information and communication materials through various on-line and printed platforms.
  2. Social Sharing Network System - A system that will aid in managing information, analysis, and planning of appropriate interventions to the assisted communities, and the efficient monitoring, evaluation, and reporting of activities. It aims to establish an efficient system or database that will be incorporated into the Geographical Information System (GIS).
